First you will need someone to host your site. You may not be aware that you site can be hosted on a quality server for only $10 per month. You get to choose your site's name such as www.mysite.com or www.myset.net. Take a look at MICFO Group. If you decide to have them host your site then also sign up for their affiliate program.
You will need tools to develop your site. Many site hosts have a free set of tools you can use so you really don't need to purchase anything yet. Once you get some experience under your belt, you can buy better tools such as Front Page. Keep in mind that other tools, such as Microsoft Office tools, can output HTML, which can be handy for supplementing your primary development tools.
No matter how good your site is you're not going to get any visitors unless you have a way to advertise it. Free advertising is available through search engines such as Google, but can you get your site to be listed high enough in the search results to be noticed? Think about it, how many times do you page through the results of a search? Rarely do I go beyond the 1st page when I'm looking for something. To get listed high your site needs content that the search engines deem as relevant. There are services that will evaluate your site's relevancy so that you can fine tune your keywords and content
Consider paying for advertising. Pay-per-click is a great way. You've seen the "targeted" ads on the right side of your Google search results. These ads cost the site owners nothing unless you click on them. Each click costs the site owner a small amount. The amount the site owner pays is usually up to the site owner. The more he/she is willing to pay the more often the ad appears and the high up on the list it appears. A great place to start is Kanoodle. At the time of this writing Kanoodle is funding new accounts with $15 and you can pay as little as $0.05 for each click through. You know ahead of time what keywords your ad will be tied to and how high on the list it will be placed. So, for just opening an account and getting the initial free funding of $15 you can try it out to see how well it works. Depending on your site's contents and the keywords you choose, that initial $15 could be gone in an hour! Yes, you can get 200-300 hits in that short of time. If you like that then it's up to you to decide how much you want to spend advertising with them. Oh yeah, don't forget to sign up for their affiliate program!
