Protecting your blind in limit?

Many times this has happened to myself and I am guessing others.  Everyone folds
to the small blind who raises your BB. 

You put him on a steal and play your K9.  Board comes 9 high.  You bet and get
raised. Turn brings you a K and the river is a 3 which pairs the other 3 on the
flop.

You lose with two pair K's and 9's to two pair A's and 3's.

Now Should I even be battling in the first place with this Small Blind raiser,
who previous to this raised most unraised pots on the SB.

I won a little bit of my money but all and all I feel he was pretty much playing
Bingo when it was his SB and of course I get sick of it at the wrong time and
make  my kind donation to his chips stack.

Since you have the best position, and get to act last on every street, AND
because he is likely on a steal attempt, you should re-raise a lot of the time.
